Mission

Viapass is the interregional entity that manages and coordinates the kilometer charge for vehicles over 3.5 tonnes for the transport of goods for the 3 regions in Belgium.

Viapass guarantees equal treatment for all road users, and ensures that the kilometer charge is correctly collected and fully transferred to toll collectors, enabling them to improve their management of mobility and road infrastructure. Viapass shares its knowledge and expertise with all its stakeholders.

As an entity, we permanently want to investigate innovative technologies. We commit to advocate, promote and test new Road User Charging solutions. We aim to be the lighthouse in interoperability and standardization.

January 31, 2014

The cooperative agreement underlying the kilometer charge and its conception is agreed between the three regions.

July 17, 2014

The Moniteur belge publishes Viapass's statutes.

July 21, 2014

Skyways becomes the Belgian registered company Satellic, which will also sign the DBFMO agreement with Viapass on July 25, 2014.

Summer 2015

All summer long, a great deal of hard work is done to open up the charge to EETS (European Electronic Toll Service) suppliers and to draw up the declaration for the EETS domain.

August 12, 2015

All decrees and ordinances concerning the kilometer charge are published in the Moniteur belge.

September 16, 2015

First EETS plenary meeting. All EETS service providers who wished to do so were able to attend, and the full technical provisions of the domain declaration were available under NDA.

October 1, 2015

The infrastructure had to be ready, with the possibility for users to register OBUs (On Board Units). From then on, anyone wishing to obtain an OBU in advance and experiment with it for 6 months (without paying tolls) could do so.

January 2016

Declarations of areas subject to the charge and general conditions are published in all four languages.

The launch of the kilometre charge in Belgium

Historical background

On January 21, 2011, the three Regions of Belgium (Flanders, Brussels and Wallonia) signed a Political Agreement on the reform of their road tax system. The agreement envisages the introduction of an intelligent kilometre charging system for HGVs and over time a mechanism for the effective use of cars. The agreement also provides a reform of the road taxes, which will in time be based on the environmental specifications of the vehicle.
